Sheikh Mohammed issues new rule for grant of law enforcement capacity

The new legislation aims to ensure proper implementation of laws by those granted law enforcement capacity and to strengthen public-private partnerships in managing public facilities

Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has issued Law No. (19) of 2024 to regulate the grant of law enforcement capacity in the emirate.

The new legislation aims to ensure proper implementation of laws by those granted law enforcement capacity and to strengthen public-private partnerships in managing public facilities, the Dubai Media Office (DMO) said in a statement on Wednesday.

It also seeks to involve community members in assisting government entities and preventing violations of Dubai’s laws.

Sheikh Mohammed issues Law No. (19) of 2024 for Dubai law enforcement

The law applies to government employees, private company employees contracted by government entities, and institutions granted law enforcement capacity for public facility management.

It also extends to community members in Dubai, including citizens and residents, who are granted law enforcement capacity under this law. Members of the judiciary and police officers are exempt from these provisions.

The legislation specifies conditions for granting law enforcement capacity to employees and outlines their responsibilities. It details procedures for identifying violations, grievance mechanisms, and the issuance of executive decisions.

For community members, the law stipulates a minimum age requirement of 30, with potential exceptions granted by senior government officials.

Individuals must possess relevant knowledge, qualifications, and expertise in their supervisory field, including familiarity with applicable legislation and enforceable violations.

Individuals must “complete training and demonstrate proficiency in using modern technology,” the statement said adding that the Law also mandates the use of Arabic in investigations and sets guidelines for the duties and performance evaluations of judicial officers.

The Chairman of the Supreme Legislative Committee in Dubai has the authority to revoke law enforcement capacity, as outlined in the law.

This new legislation replaces Law No. (8) of 2016 and supersedes any conflicting legislation. Existing decisions and regulations under the previous law remain in effect unless they conflict with the new law, until new ones are issued.
