The UAE unemployment insurance scheme has been made mandatory for all employees, including those in semi-government entities and freezones.
The scheme had come into effect on January 1, 2023, however, semi-government entities and freezone employees were previously exempt.
Employees will be paid 60 percent of their basic salary for up to three months from the date of employment, however the scheme caps out at AED20,000 per month.
Those failing to apply for the unemployment insurance scheme will face fines starting at the end of the grace period on June 30.
The rates for unemployment insurance range from AED5 to AED10 per month, and are available from a select number of insurance agencies.
However, employees can apply for insurance in more than just one way.
These are the channels through which you can apply for the unemployment insurance scheme.
Via ILOE website or mobile application
Employees can directly subscribe to the unemployment insurance scheme via the ILOE website or via the ILOE mobile application, which is available on the App Store for Apple users and Google Play for Android users.
Operated by Dubai Insurance, employees can apply for unemployment insurance for two years, 12 months, 6 months, 3 months or 1 month.
Employees can also subscribe to the unemployment insurance scheme via other channels. These are private entities, which have partnered with Dubai Insurance to sign up for ILOE. It is also worth noting that these channels are subject to additional service charges on subscription, as per the ILOE website.
Employees can subscribe to the unemployment insurance scheme via kiosks, exchange houses, Tawjeeh centres, Tasheel centres and bank mobile applications.
Via kiosks:
Employees can subscribe to the ILOE scheme via kiosk machines.
However, there are only two types of payment service providers in the UAE as official subscriptions channels. These are MBME Pay and uPay.
Located in many areas across the UAE, employees can find an ‘MBME Pay’ kiosk or a ‘uPay’ kiosk via the online map mobile application.
Via bank mobile applications
Employees can also subscribe to the unemployment insurance scheme via the C3Pay app and card.
C3Pay, which is offered by WPS (Wage Protection Sytem) agent Edenred, allows employees to subscribe to the insurance plan via the ‘C3Pay’ mobile application.
However, employees must have a C3Pay card or account.
Via exchange centres
As of now, employees can conveniently subscribe to and pay for ILOE insurance at Al Ansari Exchange.
To proceed with the enrollment process, simply visit any of their branches and follow these instructions:
- Provide your Emirates ID and mobile number.
- Request for the ILOE insurance form.
- Choose your preferred policy period (either one or two years).
- Select your preferred payment frequency: monthly, quarterly, semi-annually, or annually.
You will then receive your payment confirmation and receipt and will then be automatically subscribed to the unemployment insurance scheme.
Via Tawjeeh and Tasheel Centres
Employees can also enroll in the ILOE scheme by visiting either a Tawjeeh or Tasheel service center.
Managed by the Ministry of Human Resources and Emiritisation (MOHRE) centres, the centres will require employees to provide their Emirates ID and mobile number.
