Employing a Saudi with special needs will count as more than one national employee under changes to the kingdom’s Nitaqat system, Saudi Gazette has reported.

The move is designed to encourage businesses to give work opportunities to the disabled.

The employee would require an identity card from the Ministry of Social Affairs, Ministry of Labor or another relevant authority showing the type and severity of their disability and if the functions and nature of the job is suitable, to avoid such a person being simply included on the books.

The kingdom has implemented a strict nationalisation program including quotas for each industry, with penalties including a ban on new expat visas and potentially having operations suspended.
